聯(lián)合國(guó)氣候變化框架公約下總共有六種非二氧化碳溫室氣體，可分為三大類：甲烷、氧化亞氮、含氟氣體（包括氫氟碳化合物(HFCs)、全氟化碳(PFCs)、六氟化硫(SF6)和三氟化氮(NF3)）。其中，CH4和N20是自然界中本來(lái)就存在的成分，由于人類活動(dòng)而增加，而含氟氣體HFCs、PFCs、SF6和NF3則完全是人類活動(dòng)的產(chǎn)物。非CO2溫室氣體（除甲烷外）的排放多與能源消費(fèi)有直接關(guān)系，與工業(yè)化、城市化和農(nóng)業(yè)現(xiàn)代化呈正相關(guān)，在全球增溫中的作用不可忽略。
長(zhǎng)期以來(lái)的中國(guó)應(yīng)對(duì)氣候變化政策的重心主要集中在CO2溫室氣體排放，而忽略了非CO2溫室氣體排放。但實(shí)際上，中國(guó)面臨的非CO2溫室氣體排放壓力正日益嚴(yán)峻，其控制必須納入應(yīng)對(duì)氣候變化的總體戰(zhàn)略之中。
